EU Wrestles With Substance Identity In REACHThe European Commission is calling for feedback on substance identity and sameness of complex substances, ECHA announced yesterday.

The 2013 REACH Review concluded that the definition of substance identity and the determination of substance sameness are some of the most challenging aspects of REACH. In line with the review actions, the European Commission is now seeking feedback from industry on how the assessment of substance identity and substance sameness can be improved. The objective of the exercise is to clarify the issues and to find solutions before the final REACH registration deadline of 2018, ECHA says.

Many registration dossiers have been found to be non-compliant, including those relating to substance identity. This is especially the case for substances of Unknown or Variable composition, Complex reaction products or Biological materials (UVCB substances), and for specific well-defined substances in terms of REACH.

The REACH SIDC Project was launched to study substance identity and substance sameness of complex substances in REACH. The project website includes a questionnaire where people can share their experience with substance identity and discuss related issues faced in the registration process. Based on the feedback received, the types of substances creating major difficulties and challenges in terms of assessing substance identity and substance sameness will be analyzed to discover how the assessment of substance identity and substance sameness can be enhanced.

The questionnaire is open until April 7, 2014 and asks the following:

  • The difficulties faced when discussing substance identity and substance sameness in a SIEF.
  • The specific registered substances where setting a clear substance identity strategy and sameness criteria within REACH registration created challenges, i.e. where achieving the agreement on substance sameness with other registrants was problematic.

The REACH SIDC Project aims to produce a final report towards the middle of 2015.
