Updated Guidance on the Application of the CLP Criteria

Update of Guidance on the Application of the CLP Criteria.ECHA announced on November 25, 2013 the publication of an update to the Guidance on the Application of the CLP Criteria.

An update of the Guidance on the Application of the CLP Criteria for Part 2 (Physical hazards) and Part 3 (Health hazards) was necessary to take into account the second Adaptation to Technical Progress (ATP) to the CLP Regulation, which became effective on April 2011. The update also takes into account the fourth ATP, which became effective on June 2013.

Here are some of the changes included in this latest update to the guidance:

  • Based on the 4th ATP, the CLP Guidance Chapter 2.2 Flammable gases was extended to take into account the scope of CLP, Annex I, section 2.2 to include chemically unstable gases.
  • The 4th ATP amended the criteria in CLP Annex I, Section 2.3 Flammable aerosols and renamed it into 2.3 Aerosols. The CLP Guidance was amended accordingly.
  • In sub-chapter 2.1.5.2 “Additional labeling provisions” within chapter 2.1 “Explosives”, further guidance about hazard communication was provided.
  • In sub-chapter 2.5.6.1 a new recommendation for shot hazard codes to identify the classification of gases under pressure was added.
  • All health hazards sections include revisions to legal text for the 4th ATP, including revisions to Precautionary Statements in the Tables with labeling information.
  • Section 3.4 includes: integration of subcategories for respiratory and skin sensitization based on potency of a substance; clarification of semi-quantitative terms like “low to moderate sensitization rate” and “high or low exposure”; elaboration of evaluation of human data for skin sensitization and the addition of new examples.
